MPAC - Municipal Enumeration Information

Nominations may be filed from January 4, 2010 to September 9, 2010 between the hours of 8:30 a.m. to 4:30 p.m. and from 9 a.m. to 2 p.m. on September 10, 2010. Withdrawal of nominations will be permitted until 2 p.m. on nomination day (September 10, 2010).

The Voter's List will be available at the Township Office during regular office hours starting September 1, 2010.  Our office will be open the following extended hours to enable you to check and see if you are on the list and to add new voters:

  • Friday, September 3 until 7:00 p.m.
  • Saturday, September 4 from 9:00 a.m. - noon

For eligible voters to be added to the voter's list you must bring: Photo ID, proof of citizenship and proof of residency.

The Nomination and Campaign Period for the 2010 Election will begin on January 4th, 2010 in the Township of Asphodel-Norwood, Township of Douro-Dummer, Township of Cavan Monaghan, Township of Galway-Cavendish and Harvey, Township of Havelock-Belmont-Methuen, Township of North Kawartha, Township of Smith-Ennismore-Lakefield, Township of Otonabee-South Monaghan and City of Peterborough.

Nominations may be made by completing and filing in the office of the Clerk, nominations on the prescribed form and accompanied by the prescribed nomination filing fee of $200.00 for the Head of Council and $100.00 for all other offices. The filing fee is payable by cash, certified cheque, or money order.

A nomination must be signed by the candidate and may be filed in person or by an agent during regular business hours between January 4, 2010 and September 9, 2010, and between 9 a.m. and 2 p.m. on September 10, 2010 (Nomination Day).

In the event there are an insufficient number of certified candidates to fill all positions available, nominations will be reopened for the vacant positions only on Wednesday, September, 15, 2010, between the hours of 9 a.m. and 2 p.m. and such additional nominations, if required, may be filed in the office of the Clerk.

Voting Day is Monday, October 25, 2010.

Who Can Vote In a Municipal Election?

Eligible Voters.

A person is entitled to be an elector at an election held in the Township of Galway-Cavendish and Harvey, if on voting day, he or she is:

  • a Canadian citizen (landed immigrants and British subjects are not qualified electors);
  • at least 18 years of age;
  • residing in the Township of Galway-Cavendish and Harvey or an owner or tenant of land there, or the spouse of such owner or tenant;
  • not prohibited from voting under any law

Ineligble Voters

The following cannot vote in a municipal election/school board election:

  • a person serving a sentence of imprisonment in a penal or correctional institution;
  • a corporation; or
  • a person convicted or a corrupt practice for an election held within four years of voting day

A person who is acting as an executor or in any other representative capacity (e.g. Power of Attorney) cannot vote on behalf of the person they are representing unless they have been appointed as a voting proxy.

How Many Times Can One Vote?

A voter is only entitled to vote once in a municipality and once in a school board even if the voter has more than one qualifying property address within the municipality or school board. The place where they vote is the place where they reside or their principle address.  If a voter resides in one ward of the Township but has other properties in another ward, he or she may only vote in the ward where he or she resides. A voter may only have one permanent residence.

What is the Voter's List?

It is a list of people who can vote (eligible electors) in the 2010 Election. The Municipal  Property Assessment Corporation (MPAC) prepares the Preliminary List of Electors. To find out if you are currently in MPAC's database, to update or change your information or th have your name added to this database, please contact MPAC directly before June 1, 2010. Changes to the Preliminary List of Electors

The Township will receive the Preliminary List of Electors after September 1, 2010. If you missed MPAC's June 1st deadline you can check if you are on the list through the Township administration office after September 1st when the list has been received and changes to the list can then be made through use of Form EL15 - Application to Amend the Voter's List.

The application can be used to:

  • Add the applicant's name to the list;
  • Correct the applicant's information on the list
  • Delete the applicant's or a family member's name (deceased, moved, other)
  • Revise the applicant's shool support status and Canadian citizenship

The applicant must make a declaration and sign the form in the presence of the Clerk or designate. By signing the form, the applicant is declaring that:

  • they are a Canadian citizen
  • they are eighteen years of age on or before Election Day, and
  • on Election Day, that they will be entitled to be an elector.

The following information is required for the application:

  • Name of the elector and their previous qualifying and mailing address(es)
  • Elector's current qualifying address and whether they're an owner, spouse or tenant
  • Elector's birth date, school support.
